WASHINGTON, D.C.— Today, Congressman Rick Crawford (R-AR-01) and Congressman Ro Khanna (D-CA-17) introduced H.R. 4361, the Safeguarding Transit Operations to Prohibit (STOP) China Act, which would shield American manufacturers and supply chains from Chinese influence in our transit systems. This legislation ensures that no federal assistance awards granted by the Department of Transportation (DOT) may be used to purchase “rolling stock” vehicles or powertrain components from companies under China’s influence.

This legislation builds upon the Transportation Infrastructure Vehicle Security Act (TIVSA), a 2019 law prohibiting certain companies with ties to the Chinese government from participating in projects funded by the Federal Transit Administration. Subsequent legislation, the Airport Infrastructure Vehicle Security Act (AIVSA), passed in the FAA Reauthorization Act of 2024, extends a similar restriction to airport improvement programs.

“For far too long, China and companies with ties to the Chinese Communist Party have manipulated our economy by exploiting loopholes to access taxpayer funding that should be going towards U.S.-owned companies,” said Congressman Rick Crawford. “China is actively working to infiltrate and control American markets, including our transit infrastructure, posing significant risks to American manufacturers and national security. I am proud to join my colleague, Congressman Ro Khanna, and the Senate in the introduction of the STOP China Act.”

“20th-century deindustrialization policy sold out American manufacturing power, hollowed out manufacturing communities, and jeopardized our national security. I’m proud to join my colleague Rep. Rick Crawford in introducing the Safeguarding Transit Operations to Prohibit (STOP) China Act to protect federal investments for American companies and strengthen our national security,” said Rep. Ro Khanna.
